This isn't an official mode, but it's a ritual. Everyone picks a car (Toyota AE86, Nissan Skyline, Mazda RX-7) and is given $50,000 virtual dollars and 10 minutes to build a car. Then, everyone lines up their cars on the "Star Rating" map screen and votes on who has the best looking ride. This usually ends in a fistfight over who has the better wide-body kit.
