The NP-2100-3 error can sometimes occur when attempting to activate a Vita as a "Primary" device. Sony limits the number of primary devices linked to one account. If you have previously activated other Vitas or PSPs and deactivated them improperly, or if the server thinks you already have a primary device, the handshake fails during the activation process.
