The movie follows the story of David Packouz, a struggling salesman who is recruited by his friend Efraim Ziffren to help him with his arms dealing business. The two start small, supplying weapons to local clients, but soon find themselves in the midst of a complex and often bizarre adventure. They become embroiled in a plot to supply weapons to the government of Somalia, and later, to a mysterious client who turns out to be a CIA agent.
