Usually, the X Server runs on the same machine where the monitor is attached. However, the X Window System was designed with network transparency in mind. This means you can run the (e.g., Firefox, IntelliJ, or a terminal) on a powerful remote Linux server, while running the X Server on your local Windows laptop.
